Project Sansar's first testers are starting to appear in Sansar -- hand-picked by Linden Lab, "skilled at creating with Maya," as the company says, "a small, dedicated group of creators we know (but they won't necessarily need to be SL creators)."

Babylon.js is just like three.js (used by High Fidelity) a java library to generate HTML5 WEBGL browser experiences or games (check the demos).
Linden Lab says you can export your scene with one click directly from Maya and then publish this on Linden Lab their servers. There do indeed already exist such exporters to export a scene from Maya in HTML5 (check github). All of the above is speculation on my behalf but with everything known about Project Sansar I do suspect Linden Lab is following this path.
You might want to pulse Linden Lab if indeed Sansar will be a HTML5 WEBGL based virtual world.
If so it does explain the cheaper land and even free land for everybody because these webpages (they are just webpages) cost almost zero to host and do have a certain power in terms of FPS. The only cost is the bandwidth usage to download the models.
Again this is speculation but should be very plausible as what to expect.
